I don't believe that the "number of his name" has come to fruition - but it's not far away.
One can still buy and sell without giving the number, but it's becoming increasingly difficult, not so much by official state action (passing statutes) but by being surrounded by others who demand the number of the name and who refuse to trade without it.

My immediate problem is that I sold a property, the closing agent demanded "my" ssn, I declined to give one (I don't have one), and he insists that if I don't give a ssn he will withhold 20% of the net proceeds due me.

I already had signed, sealed and delivered the deed and had the check in hand. The lawyer for the escrow and title insurance co. said that he would stop payment on the check. I replied that the sale was already completed, that the buyer had the signed deed, that I had complied with all the requirements enumerated on the title insurance commitment, and would cash the check.

I also offered to give them a statement that they had requested a ssn from me and that I declined to provide one. This offer was refused. I made this offer because the last time I sold a property the escrow co.'s legal dept. provided me with such a stzatement, which I signed and gave to them.

The buyer has tried to find a title insurance co. that will issue a policy without the seller's (me) ssn. He has not found one, even the same co. that did not require one at my last sale referred to above.

How am I to get around or over this hurdle? Am I truly a "nonresident alien" for being a Christian who will not "join" the socialist serf system? From what I find in the laws the "backup withholding" applies to NR aliens, foreign citizens who are not resident in the United State.

Should I just consider the 20% withholding a persecution (or perhaps a tuition payment?) and learn to avoid this situation in the future?

It seems it's already here, but you don't recognize it.

Rev 13-17, No man will buy or sell without the number...

If the check is the full amount due, cash/deposit it (and how do you get an account without a number???)

If the check bounces, you have to go to court to get your money... Not an appealing option. Perhaps you can lien the land. (But that's lawyer stuff, so you'd need to consult one.)

The bottom line is that your story only fulfills the prophecy, not dispute it.
